      Introduction to Illinois State University. Illinois State University was established in and enjoys the distinction of being the first public institution of higher learning in Illinois.       The American Council on Education (ACE) is committed to expanding flexible pathways to postsecondary credentials through effective applications of credit for prior learning at colleges and universities. As part of our work, we have managed networks of institutions that support the success of adult learners through the acceptance of ACE credit. Illinois law authorizes IBHE to collect and maintain data from public universities, non-public institutions of higher learning enrolling one or more students receiving Monetary Award Program grants and any non-public institution of higher learning that confers graduate and professional degrees.

The remainder of this paper focuses primarily on higher education provided by the UK’s degree awarding institutions, referred to collectively as Higher Education Institutions (HEIs). It should also be noted that, for many purposes, higher education policy is now developed separately.   The HEA contains two definitions of institutions of higher education.
